CPP & FPC Information


Are you, as a Payroll Professional, interested in obtaining the Certified Payroll Professional (CPP) designation? Or, have you just entered the Payroll Profession and would like to receive your Fundamental Payroll Certification (FPC)?

Effective September 1, 2006:
New FPC/CPP Recertification Pre-Approval Process

APA is streamlining and improving the FPC and CPP recertification process. The new recertification process requires that courses used to earn Recertification Credit Hours (RCHs) be pre-approved. For educational programs attended on or after September 1, 2006, FPCs and CPPs can only submit APA programs and/or pre-approved programs from other providers for recertification.

The new pre-approval program will help recertifying payroll professionals determine which educational programs actually qualify toward their particular payroll certification. The new program should help alleviate fear of falling short on RCHs, and will assist individuals in establishing, and budgeting for their professional development.

APA has implemented a process in which payroll education providers will register their programs for approval. Once the programs are approved, the education provider will be able to offer RCHs for them. APA chapters have been registering their educational programs for pre-approval since January 1, 2006. A list of approved providers and approved programs will be available at the end of August on APA’s Web site at www.americanpayroll.org/certi.html.

Beginning September 1, 2006, courses that have not been pre-approved – even though they may cover material within the payroll body of knowledge – will not count toward recertification.

We recommend that those who were certified or recertified in 2002-2005 get approval from APA’s Certification Department for non-APA programs attended prior to September 1, 2006, in order to submit such programs toward their recertification.

CPP INFORMATION

The CPP Certification Exam is for those Payroll Professionals who have met one of the three criteria listed on the National APA Website.  Once you have determined if you are eligible for the CPP Certification Exam there are several ways to prepare yourself for the exam:

  1. Sign up for a CPP/FPC Study Group at our Local Chapter
  2. Attend some APA Payroll Seminars to review Payroll and Tax Compliance areas that you don’t work with on a regular basis and to review the current law and regulations
  3. Purchase Payroll Reference Material to use for review

  4. Print out the CPP Examination Handbook found at the Promissor website.  This Handbook will provide you with information you will need to take the exam along with a breakdown of the Payroll Subject Areas covered on the exam.

FPC INFORMATION

The FPC Certification Exam is open for Entry-level Payroll Professionals, and for those who work with the Payroll Profession such as Payroll Service Provider Professionals/Consultants, Payroll Systems Specialists, etc (see National APA Website for complete list of those eligible).  For those who are just beginning to work in the Payroll Profession the FPC Certification can be used as a stepping stool to achieving the CPP certification (see Criteria 3 for the CPP Exam Eligibility). To prepare for the FPC Certification Exam you can:

  1. Sign up for a FPC/CPP Study Group at our Local Chapter
  2. Attend some APA Payroll Fundamental Courses and training materials.

  3. Print out the FPC Examination Handbook found at the Promissor website.  This Handbook will provide you with all the general information needed to prepare for the exam along with a PFC Content Outline in Appendix A of the Handbook.
