USCIS Issues Long-Awaited Revision of Form I-9

U.S. Citizenship and Immigration Services (USCIS) has issued a long-awaited revision of Form I-9, Employment Eligibility Verification. This new form has grown from one to two pages, while the instructions have expanded from four to seven pages. The form has a revision date of March 8, 2013, and an expiration date of March 31, 2016, and is available on the APA website at info.americanpayroll.org/pdfs/fpi/13c08-fi-9.pdf. Continue reading

Payroll in 2013 – Higher Social Security Tax Rate; New Withholding Tables

On January 2, 2013, President Barack Obama signed into law the American Taxpayer Relief Act of 2012 (ATRA 2012; H.R. 8). The new law permanently fixes income tax rates at the levels established by the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, Pub. L. 107-16) that were extended through 2012, except for a new higher rate for certain high income taxpayers, thus temporarily at least avoiding the so-called “fiscal cliff.” Continue reading

Employers Should Use 2012 Withholding Tables Until 2013 Tables Are Available; Other Changes Take Effect January 1, 2013 

President Obama and Congress continue to be divided about how to avoid the “fiscal cliff” caused by the simultaneous expiration of the Bush-era tax cuts and the implementation of deep cuts in federal government spending scheduled to take effect January 1, 2013. Because of the failure to resolve the fiscal cliff problem and the underlying uncertainty as to what the income tax rates will be in 2013, the Treasury Department has not issued withholding tax tables for 2013 or any other official guidance on how employers should proceed. WI SIMPLIFIES HEALTH INSURANCE TAX LAW FOR ADULT CHILDREN

WISCONSIN SIMPLIFIES TAX LAW FOR HEALTH INSURANCE BENEFITS FOR ADULT CHILDREN.

On November 4, 2011 Governor Scott Walker signed legislation that federalizes the Wisconsin income tax treatment of employer-provided health insurance benefits for non-dependent adult children under age 27 on December 31.

The law is retroactive for Wisconsin to January 1, 2011. See the attached press release:
